Procurement @ Primark look after “Goods not for resale” (GNFR) covering categories such as Supply Chain, Marketing, IT, Facilities Management, Retails Operations and Store Development.
The Procurement Business Partner – USA is a new and important role partnering across our expanding business, tasked to support all GNFR spend categories in existing and new stores in this market.
This role has a vital part to play in the development and execution of sourcing strategies to represent local market dynamics, meet business requirements, support compliance and leverage Primark scale. The role will work closely with the Global Procurement business partners who look after specific categories based in Ireland and the UK, ultimately forming a matrix Procurement team.
The Procurement Business Partner is accountable to represent Procurement locally in the USA will work closely with the local management team in that market. They will also sit on the global Procurement Leadership Team (PLT).

GNFR Spend Categories
  • As part of the Cost and Value realization program, identify opportunities for costs improvement across all value levers, work with the internal customers to get buy-in to deliver and regularly report against them
  • Partner across all business functions and Global Procurement business partners to develop and execute strategies that meet the needs of the market
  • Support development of category plans for all GNFR categories in the USA
  • Through these strategies ensure that we have the right suppliers in place that deliver the right quality at the right price
  • Bring external and local market best practice to Primark through effective networking, industry bodies and research. Identify risks to Primark and mitigate by sourcing alternative suppliers or supply models
  • Represent Procurement on relevant strategy development and planning forums
  • Act as the primary point of contract for all Procurement related activities in the USA
  • Be part of the market management team to influence and understand demand and opportunities
  • Establish and maintain strong relationships with key stakeholders, ensuring business alignment on critical objectives
  • Champion Primark Cares and use our GNFR supplier base to support reaching our commitments across People, Planet and Product targets
  • Work closely with environmental and sustainability teams and ethical throughout the sourcing lifecycle and during business as usual, to ensure Primark have a compliant supply base with visibility of any risk areas
  • Define, embed and critically appraise Supplier Relationship Management strategy for the category – ensure supplier segmentation is followed
  • Manage suppliers through the contract lifecycle, ensure awareness of contract expiry dates in advance to develop effective strategies to renew, extend or move
  • Anticipate the future growth plans of the business and ensure that the category plans are setup to enable
  • Partner with ABF and ABF businesses to leverage scale and best practice where possible
Compliance and Governance
  • Negotiate contracts with new and existing suppliers, ensuring contract terms achieve benefit to the organization and govern the long-term relationships
  • Ensure appropriate KPIs/SLAs in contracts, lead/attend review meetings as appropriate
  • Benchmark price structures across all regions to ensure value for money through the life of a contract
  • Act as a champion of the Procurement policy, provide input to maintain its business relevance and work to support its roll out across Primark
  • Identify and advise internal customers of commercial risks supply assurance issues and work to mitigate risk to protect Primark
Contractual and Legal
  • Ensure Primark has appropriate commercial structures in our agreements with suppliers
  • Build an effective and strong relationship with the legal team, as well as other key support functions including tax, internal audit and controls
  • Ensure compliance to contract approval policy via legal review and appropriate grant of authority for contracts and SOW’s
  • Put in place contracts, framework and legal agreements for all suppliers as required
  • Ensure the business to ensure legal frameworks and purchase orders are in place per Procurement policy
  • Actively champion sustainability and be conscious of Corporate Social Responsibility Policy.
  • Bring to the business local nuances and supply market knowledge from the USA
Operational Effectiveness
  • Through category management, establish a robust supplier base that delivers the required quality, cost and service in compliance with Primark Ethical Trade Strategy
  • Use appropriate tools to maximize efficiency and transparency of sourcing and commercial negotiations e.g. eRFX, auctions.
  • Maintain a current view of overall category spend, supplier data, market intelligence and best practice and report on it regularly
  • Build a performance management culture within the team and regularly report on progress
  • Ensure all direct reports have objectives and personal development plans that are regularly reviewed
Complexity – Internal, Spend and Supply Market
  • Primarily partner with medium/high level complexity network including Manager and Head Of level Primark stakeholders
  • Influence spend under management, forge close relationships with business
  • Effectively manage all spend (£100m)+ across our US business
  • Set strategies and define sub-categories, delivering innovation and driving sustainability
  • Establish effective relationships with senior supplier personnel of local, regional and global suppliers
  • Be part of Procurement Leadership Team

  • 4+ years of experience in a Procurement role, with recent retail experience a plus
  • Subject matter expertise and market knowledge of indirect spend categories such as IT, brand, finance, store development, FM, Supply Chain and retail operations preferably in a multinational retail environment
  • Experience of leading local teams and working remotely in a matrix organization
  • Ability to influence and lead without authority
  • Demonstrated success in delivering complex multi-year strategies ensuring competitive commercial advantage
  • Expert ability to forge close business relationships with internal and external stakeholders at all management levels
  • Significant experience of working within fast-paced and matrixed organizations
  • Proven track record of developing strategic partnerships with key suppliers
  • Ability to meet deadlines and prepare regular reports to share progress and performance
  • Expert knowledge of financial, legal contract negotiations, strong awareness of ethical sourcing and CSR especially in the US market
